These shocking revelations are from a veteran Tory politician I have been brought to meet in great secrecy as part of my investigation into the corrupt cabal at the heart of the party.
To protect his identity I will refer to him as Thumper and the equally venerable colleague he was with as Bambi.
I am slightly in awe given the company I am in. We meet in an old vicarage in a picturesque English village that is so small it surely only warrants the status of a hamlet.
We are served tea in Royal Doulton and homemade shortbread fingers, which look delicious. I sink into the feather upholstery of the sofa. But the conversation is far from cosy.
Bambi told me of an MP who stored a laptop containing indecent images of children, on behalf of a paedophile relative, and then swore to police he was only keeping it safe.
And another who keeps a mistress in his expenses-funded accommodation in London during the week, but tootles back to his doting wife every weekend.
Bambi said: ‘The whips’ office have to rescue MPs from many difficult situations on a regular basis. They have a video of one of the most popular Ministers in Government today being given oral sex by someone who most certainly is not his wife.
‘Everyone thought he was loyal to Boris, until suddenly he surprised everyone and wasn’t. The thing is, information like this doesn’t always remain in the whips’ office.
‘Who do you think has that video? Because it certainly isn’t anyone on Team Boris.
‘One MP was very badly behaved when he arrived at Westminster, indulging in sexual activities with rent boys, things you don’t want to detail in a book that doesn’t carry an age-appropriate warning.

‘When a video appeared, he turned to the whips’ office to save him, but somehow someone else got their hands on it and has been using it against him ever since. He became one of Boris’s worst critics. It’s blackmail, pure and simple.
‘And that’s not a one-off. It is extraordinary how many people lived together, slept together and did business together.
‘Add to that the pillow talk at the Fever-branded sex parties that Dougie Smith – the shadowy but hugely influential Tory party apparatchik who is employed by Central Office but appears on no staff list – used to run. They were just orgies with people squirming on beds.
‘And every one of them was one of us, a Tory. Decisions about the Conservative Party were not even taken at dinner parties, but in beds and in relationship networks.
‘There is also the element that the gay network has always been strong throughout the party.
‘I am a big supporter of gay marriage and not passing judgment in any way.
‘But they were a network thrown together by the necessity for secrecy that functioned behind closed doors, and that was unhealthy.’
Thumper said: ‘Today we are close to giving Sodom and Gomorrah a run for their money.
‘At any one time, there are around 30 MPs behaving in the most shocking way and getting into serious trouble that they need help with. That is an extraordinary number, and nothing is done.
‘Often they will go on to be promoted. Not straight away – the misdemeanours are held over them and used to control them.
‘To be honest, that’s how the whips’ office has always worked. The difference is, this isn’t the whips doing it in a whips’ way to secure party unity. This is being done by a small group of self-serving men who think it is all a game.
‘They live and breathe politics. They think of nothing else. And they control people using fear. If I were a religious man, I’d say there was something about the Devil in No10 right now.
‘Many voters regard us as the party of the family, but these people have very different morals. Most of the people who support the Conservative Party, who work for it, who vote for it, who pound the streets delivering leaflets for it, would be horrified if they knew about the behaviour, the morals, the principles and values of many of the people who governed them.’
Thumper continued: ‘The public may not be as concerned today as they were years ago about extramarital affairs, but I am sure the low level of behaviour among so many MPs would have a huge impact on the public if they knew about it. Add to that the manipulation, the corruption and the game-playing behaviour of certain individuals, and you can see where we are heading.
‘There is a vacuum in No10 and in Government which these people created by a process of controlling candidates for Parliamentary seats. No candidate’s name is put forward without it first being scrutinised by Dougie Smith. High-quality candidates are pushed aside because they don’t want intelligent, knowledgeable, enquiring minds to be MPs. He also controls appointments of substance, the Spad [special advisers] network itself, from within the heart of government. They employ kids. Twenty-something-year-olds.’
What these two elderly politicians had told me was deeply disturbing. I was silent for most of the journey back to London. My mind was troubled. How many stones do I want to upturn? How far do I go?
The light was fading fast when my companion, the MP – a party whip – who had asked them to talk to me and who had accompanied me, handed me a Werther’s Original sweet.
Is the story of the MP having sex on a billiard table with a prostitute, while MPs watched on, true, I asked him. My question was met with silence. ‘I take it that’s a yes,’ I said.
‘It’s pretty bad,’ he replied.
Again, silence. He was battling now with his allegiance to the whips’ code, but not for long.
‘The public think MPs just get drunk all night on cheap booze in subsidised bars. How easy the whips’ job would be if that were all we had to deal with. It’s all broken. Like all the parameters that kept things in place – respect, values, public service – it’s all gone. I feel like these guys are trying to rot the party from within.
‘When you were talking in there, it dawned on me, this party today, this isn’t what I signed up to.’ ‘Is the sex on the billiard table as bad as it gets?’ I asked.
‘Sadly, no. Look, the thing that disturbed me more than anything was a rape that was reported and no action was taken by the party.
‘An MP gave a young female a date-rape drug. The next thing she knew was she woke in a country hotel the following morning. He wanted her out of the room because, he told her, he had visitors coming for breakfast. She staggered for miles before she could find a taxi and help. She was a long way from home. She was very young.
‘She was encouraged to go to the police, but she didn’t, I think because she was scared of him and scared of it coming out, embarrassed that she had found herself in that position.
‘She came to us. No action was taken by the party against the MP. He wasn’t even reprimanded by anyone, his whip removed or the complaint reported further up the line. It never reached Boris’s ears.
‘That MP then went on to repeatedly sexually assault and rape, and even though the party knew about him, he retained his whip and remained undisciplined.
‘He was also quite a nasty piece of work in the chamber and in Westminster in general, always attacking the Government. He even went to see Boris in No10 to ask for a promotion, or maybe it was a knighthood or something. Still Boris wasn’t told about his behaviour. When he left the room, I was told Boris said, ‘What a little creep.’ The MP got nothing. Boris sensed he was a bad egg, and yet, still, no one told him.
That MP went on to repeatedly sexually assault and rape, but he kept his whip
‘It was later discovered that someone in the party secretly sent out regular cheques to the Priory Clinic to pay for the treatment of one of this man’s later victims, and still nobody spoke out.’
‘How much were the cheques for?’ I asked through a tight throat. ‘I can’t remember, but many thousands – I think around £35k a pop.
‘If anyone in authority asked what the payments related to, they were told that a member of the Westminster Conservative family needed help with a mental health issue and the subject was closed down under the pretence of privacy and sensitivity.
‘If action had been taken when that first rape was reported, those other women would have been saved from their life trauma.
‘You could say the men who get into fixes with prostitutes and rent boys and other behaviour, they do so of their own free will. They have agency and choice. But those poor women…
‘And sadly, he isn’t the only one who preys on vulnerable women and has sex with them. It does tend to be vulnerable women they target. I have a list if you like, which includes one MP who took advantage of a young woman on the night before his wife gave birth to their child. The next day, he was showing people the delivery photographs on his phone.’
‘Do Labour MPs behave like this?’ I asked him.
‘They do, of course. I think Panorama are making a documentary about it and most of the sting is Labour MPs because they are the only cases they know about. The thing is, it’s never been good in Westminster, but it’s never before been as bad as it is right now.’
