In the video, Sullivan asserts that Rockstar needs to give him “like a mil or two”, although from the sound and tenor of the argument, it doesn’t sound like he’s actually in talks with the storied developer. From what we can gather, using a person’s likeness for the purpose of parody is fair game and something that Rockstar has dabbled in extensively before.
As many in the comments are quick to point out, Sullivan himself has adopted a Joker persona clearly inspired by a specific depiction of the character and almost certainly doesn’t have Warner Bros. permission to use it for personal profit. Sullivan closes, reassuring us all that: “Florida Joker ain’t having that. Y’all took my likeness, y’all took my life.”
